Er waren 196 leden aanwezig en de Prins van Saxen-Coburg kreeg 152 stemmen achter zijn naam. Hij werd dan ook door de voorzitter Mr. de Gerlache tot overwinnaar uitgeroepen. Een afvaardiging van negen leden van het Congres vertrok onmiddelijk naar Londen om het heugelijke nieuws aan de Prins Leopold-George-Chrétien-Frédéric van Saxen-Coburg mee te delen.De penning herdenkt deze gebeurtenis waarmee een einde kwam aan een onzekere periode na de Revolutie waardoor België onafhankelijk werd. Op de voorzijde zie je een allegorische voorstelling van Vrouwe Belgica die een lauwerkrans boven de buste van Leopold I houdt. Op de keerzijde staat een gesloten krans van eike- en laurierbladen met daarin het opschrift LIBERTAS BELGARUM ASSERTA. Il a donc été déclaré vainqueur par le président M. de Gerlache. Une délégation de neuf membres du Congrès se rend immédiatement à Londres pour annoncer la bonne nouvelle au prince Léopold-George-Chrétien-Frédéric de Saxe-Cobourg. La médaille commémore cet événement qui met fin à une période d'incertitude après la Révolution qui a rendu la Belgique indépendante. Sur l'avers figure une représentation allégorique de Dame Belgica tenant une couronne de laurier au-dessus du buste de Léopold Ier. Au revers, une couronne fermée de feuilles de chêne et de laurier avec l'inscription LIBERTAS BELGARUM ASSERTA.
