Hij was achtereenvolgens minister van Openbare Werken en minister van Financiën. In 1851 werd hij met deze erepenning gehuldigd voor zijn vele verwezenlijkingen, die op de keerzijde vermeld worden. Hubert Joseph Walthère Frère-Orban (Liège 1812 - Bruxelles 1896) était un juriste et un homme politique libéral étroitement impliqué dans le démarrage du jeune État belge. Il a été successivement ministre des travaux publics et ministre des finances. En 1851, il a été honoré de cette médaille d'honneur pour ses nombreuses réalisations, énumérées au revers.
