Hij was volksvertegenwoordiger in het arrondissement Luik (1900-1912) en minister van nijverheid en arbeid (1902-1907). Hij was een van de medeoprichters van de Christelijke Mutualiteiten. Hij ijverde voor de organisatie van een Wereldtentoonstelling in zijn geboortestad, vandaar dat een penning aan hem werd opgedragen. Op 7 januari 1906 werd Francotte gehuldigd op een banket waaraan meer dan zeshonderd personen deelnamen. De uitgifte van deze medaille gebeurde op inschrijving onder de exposanten van de Wereldtentoonstelling van Luik. Gustave Marie Clémént Francotte était un homme politique belge, ministre du parti catholique. Il était représentant du peuple dans l'arrondissement de Liège (1900-1912) et ministre de l'industrie et du travail (1902-1907). Il a été l'un des cofondateurs des Mutualités chrétiennes. Il s'est fait le champion de l'organisation d'une exposition universelle dans sa ville natale, d'où la médaille qui lui a été dédiée. Le 7 janvier 1906, Francotte est honoré lors d'un banquet auquel participent plus de six cents personnes. L'émission de cette médaille s'est faite par souscription auprès des exposants de l'Exposition universelle de Liège.
